Montevideo wa founded by Governor of the River Plate Bruno Mauricio de Zabala. The foundation process of the city dates of the years 1724-1730, a period when the first settlers from Buenos Aires and the Canary islands began to arrive. The city blocks were set out according to the Laws of Indies in an Northeast-Southwest orientation and at right angles.
The city was surrounded by a wall with the citadel (Ciudadela) in wath is today the western end of Independence Square.
In 1833, the layuout of the so called new city is projected and it was quite different from the Old City, the New City was planned with wide, tree-lined streets, where large shops and residences were built.. With the layout of the New City, two new public spaces were created: the Cagancha Square on 18 de Julio Avenue, and the Independence Square, located where the Old and New cities meet.
